Russia’s largest cellco, Mobile TeleSystems (MTS), has offered USD 1 billion for 97 percent of regional operator SMARTS, Vedomosti newspaper reported on Thursday, quoting sources.
SMARTS, operates in the Volga region in central Russia, and according to the Blycroft Database has 3,942,000 subscribers. The firm has a presence in the Penza region, the only territory in Russia which is not covered by the MTS network.
